I get it, but you're expressing something as "impossible", that it's not possible to equalize opportunity without equalizing outcomes. I'm saying that if it can be done within a city, and it most certainly can be, then it can be done across a country.

You can "level the playing field" without legislating equal outcomes. To take one example with which I'm intimately familiar, zip codes doesn't have to be as determinative of life outcomes as it currently is. School choice means that education is not determined absolutely by zip code. Neighborhood development can mean that quality of life is not grossly unequal across different neighborhoods around the country. Economic development can mean that economic opportunities are more equally distributed across geographies. None of these things require legislating outcomes or restricting freedoms. They're just public and private actors working together to make things better for everyone.
